The environment is part of the universal machine. It works in union with the rest of the universe, so it is not manipulated, not by beings. That's not to say that the universe is not, at least in part, engineered, it is but it is a natural, intended occurrence. In other words, the universe is naturally structured in such a way that it had evolutionary potential, which it obviously exercised.
